Object is a rectangular metal plate with 3 screw holes and a rectangular notch. It is etched with digits "2" and "3" to the right of the notch, and the letters "C" and "B" below the notch. A paper label with a stamped part number is associated. It appears to have been attached with sticky tape, now dried up.
