The object is an early consumer Pong circuit board prototype. One feature is a rectangular housing attached to the board (made of pieces of PCB board) with a toggle switch attached. Quoting the 26 Feb 2010 letter from the donor: "The Home Pong Prototype Board was my first attempt at a PWB for our first consumer product. The difficulty was meeting the FCC standards for RF emissions without adding too much cost. The FCC standards did not envision a high speed digital device which emitted lots of interference around 100 MHz. I have had this object in my possession since its creation in 1974."
