The object appears to be either a magnetic tape drive or a paper tape drive/punch. The take-up reel is labeled "Scotch Magnetic Tape," but the tape feed mechanism has a "paper" label and still has some badly deteriorated heavy paper tape in and around it. Operational buttons on the top of the object read POWER, STANDBY, TAPE FEED, SELECT, and RESET.
